Central register of de minimis aid was set up on January 1st 2010 according to § 3a of the Act nr. 215/2004 Coll., on amending certain relationships within the area of state aid, and altering the act on the promotion of research and development, as amended by later acts.
The aim of the register is to establish central database for de minimis aid statistics. De minimis aid can be granted based on the directly applicable statutes of the European Union – Commission Regulation (EC) No 1998/2006 of 15 December 2006 on the application of Articles 87 and 88 of the Treaty to de minimis aid, Commission Regulation (EC) No 875/2007 of 24 July 2007 on the application of Articles 87 and 88 of the EC Treaty to de minimis aid in the fisheries sector and amending Regulation (EC) No 1860/2004 and Commission Regulation (EC) No 1535/2007 of 20 December 2007 on the application of Articles 87 and 88 of the EC Treaty to de minimis aid in the sector of agricultural production.
This system should enable better monitoring of de minimis aid for the state aid monitoring units in the Czech Republic (the Office for the protection of competition and the Ministry of agriculture). Other positive effects of the register are expected, namely faster administration of granting of de minimis aid, increase of legal certainty and awareness of both the aid providers and the recipients of de minimis aid.
